Windows: Once the file has downloaded, right click on the downloaded file and click "Properties". On the "General" tab, click the checkbox next to "Unblock" and click "Apply".

 

Mac: Once the file has downloaded, select the file, click "File" in the top ribbon, and then click "Get Info". In the window that pops up, make sure the checkbox next to "Locked" is unchecked.
